Balmoral Park ceased operating as a harness racing track at the end of 2015

A real estate developer named Philip Goldberg has a new plan for Balmoral Park, a Chicago track which hasn't hosted harness racing in four years. According to the Chicago Sun Times, Goldberg purchased the property from HITS Inc., which has held horse shows there for several years, and intends to turn it into a casino and harness racing showpiece.

There are several legislative hurdles yet to clear for the project, which is in the early stages still. Additionally, Illinois horsemen aren't sure what to think of Goldberg's bid for Balmoral.

“There's a shroud of mystery that's concerning,” Illinois Harness Horsemen's Association executive director Tony Somone told the Chicago Sun Times. “Who is Phil Goldberg? He's not a racetrack person, not a gaming person. We'd like to work together with this group, but we don't really know who we're dealing with.”
