While specifics are not yet clear, New York Governor Andrew Cuomo's 2019-2020 budget could give the state's off-track betting agencies the ability to get rid of horse racing betting entirely, according to newsday.com.
Alternatively, OTBs would have the flexibility to merge with other OTBs, or contract out the horse racing betting operations.
Eventually, experts say that the OTBs might be able to pursue more lucrative opportunities like additional video lottery terminals or even sports betting.
