		<description>Based on the tremendous accumulated wealth of the largest commercial breeders in KY, I would say that some inequity must exist in terms of allocating horses industry revenues.  they may have no direct correlation to testing and regulation, but without, they will be trying to sell their product into a market manipulated by cheaters.  Another source would be the biggest race purses.  Would a horse not run if the purses was $650,000 instead of $750,000, or $225,000 instead of $250,000?  4 or 5 million dollars could be accumulated quickly if there was a will and an effort made by the fattest cats.</description>

		<description>What the KHRC needs is not more money; it needs better management.  Oversight of management is the job of the Commission.  It is not likely to do the job when it is comprised of so many members put there for political reasons rather than ability.

Another point.  Look at the composition of the Task Force on the Future of Racing.  Is there a person on it that makes a living by horse racing in any of it's facets?</description>
