		<description>Duh, you would think that after being fined so many times, after awhile the fines would be increased.....much like our penal laws require harsher penalties for  repeat offenders. 
If tracks are so money hungry as we know they are, WHY o WHY o WHY dont they start increasing their fines for repeat offenders?? Makes too much sense, I guess.</description>

		<description>Some, not all, of the data in the RCI database is public information available from the individual racing commissions.   The RCI database is the only national database maintaining such collective information.  The database exists to facilitate the investigations, licensing or otherwise, of the regulatory members of the association.   Limited access to otherwise public information is available to the public for a fee ($25 per record check) to help offset the cost of maintaining the database and responding to the request.   RCI associate member organizations can upgrade their membership to include access to otherwise public information by paying a flat technology fee.    Sorry, RCI is a not for profit and maintaining trhe database is a bear of a project.</description>
